DA vs CDC vs Building Approval: What’s the Difference?

And which one is right for your project?

If you're developing in Queensland or NSW, navigating the right approval path can be confusing. DA, CDC, BA, what do they all mean, and how do they impact your timeline?

Let’s break it down.

1. Development Approval (DA)

What it is:
A DA is a formal approval from your local council to carry out development. It assesses land use, zoning, height limits, and environmental impacts.

When you need it:

  • Changing land use

  • Building outside zoning allowances

  • Larger or more complex projects

  • When your project doesn’t meet code-assessable provisions

Who grants it:
Your local council.

2. Complying Development Certificate (CDC)

What it is:
A CDC is a fast-tracked approval that combines planning and construction approval in one step, only available if your project complies fully with pre-set planning rules.

When it works:

  • Smaller builds or additions

  • Projects that comply with all rules (no variations)

  • Low-impact residential work

Who issues it:
A private certifier.

3. Building Approval (BA)

What it is:
A BA confirms that your construction plans meet the technical building codes (e.g. fire, structure, safety). It doesn't consider land use like a DA does.

When it’s needed:

  • For most construction projects

  • After DA or CDC is granted

Who issues it:
A private certifier (after reviewing structural documentation and engineering reports).
